What Is This Collection?
When an NTSB investigation exposes a fixable problem, the Board issues formal safety recommendations to the FAA, manufacturers, and operators. These records track each recommendation, who received it, and how they responded. Many of the rules you train under started here.

In this letter, the National Transportation Safety Board recommends that the Federal Aviation Administration (FAA) take action to address the following safety issues related to runway incursions: adequacy of ground movement safety systems and of air traffic control (ATC) procedures.
Requested Action: TO THE FEDERAL AVIATION ADMINISTRATION: Require, at all airports with scheduled passenger service, a ground movement safety system that will prevent runway incursions; the system should provide a direct warning capability to flight crews. In addition, demonstrate through computer simulations or other means that the system will, in fact, prevent incursions. (Supersedes A-91-029; Superseded by A-24-4 through -6)
Study Focus: Review surface awareness and decisions during taxi, takeoff and landing.
