Safety Recommendation A-00-088
Recommendation
TO THE FEDERAL AVIATION ADMINISTRATION: Develop advisory material to address ways to minimize the problems associated with carry-on luggage during evacuations.
Safety Issue and Context
Since its inception, the National Transportation Safety Board has been concerned about the evacuation of commercial airplanes in the event of an emergency. Several accidents investigated by the Safety Board in the last decade that involved emergency evacuations prompted the Safety Board to conduct a study on the evacuation of commercial airplanes.

Letter Mail Controlled 08/10/2001 12:52:59 PM MC# 2010633: FAA Order 8400.10, Air Transportation Operations Inspector's Handbook, paragraph 1984, has been revised to direct POIs (and CSIs if applicable) to encourage their assigned certificate holders to ensure that specific procedures are included in appropriate crewmember manuals and training programs to address the handling of carry-on baggage during an emergency. POIs should encourage certificate holders to provide their flight attendants with clear direction and guidance to minimize the problems with carry-on luggage during vacuations.
I have enclosed a copy of the applicable portion of FAA Order 8400.10 for the Board's information. I believe that the FAA has addressed the full intent of this safety recommendation, and I consider the FAA's action to be completed.

Letter Mail Controlled 11/14/2000 4:39:44 PM MC# 2001688 The FAA agrees with this recommendation. On July 24, 2000, the FAA issued AC 121-29B, Carry-On Baggage. The AC was revised following the announcement of the FAA's commitment to the concept of plain language. The AC provides information regarding compliance with carry-on baggage regulations in plain language. The AC also states that operators are required to provide training to crewmembers regarding their approved program, which includes the handling of carry-on baggage during an emergency. I have enclosed a copy of the AC for the Board's information.
The FAA will issue a flight standards handbook bulletin for air transportation to include guidance for POI's to ensure that their assigned certificate holders have incorporated specific procedures into the appropriate crewmember manuals and training programs that address the handling of carry-on baggage during an emergency. It is anticipated that the bulletin will be issued by December 2000. I will provide the Board with a copy of the bulletin as soon as it is issued.
