Safety Recommendation A-00-081
Recommendation
TO THE FEDERAL AVIATION ADMINISTRATION: Review air carriers' procedures to ensure that for those situations in which crews anticipate an eventual evacuation, adequate guidance is given both to pilots and flight attendants on providing passengers with precautionary safety briefings.
Safety Issue and Context
Since its inception, the National Transportation Safety Board has been concerned about the evacuation of commercial airplanes in the event of an emergency. Several accidents investigated by the Safety Board in the last decade that involved emergency evacuations prompted the Safety Board to conduct a study on the evacuation of commercial airplanes.

Letter Mail Controlled 11/14/2000 4:39:44 PM MC# 2001688 The FAA agrees with the intent of this safety recommendation and will issue a flight standards handbook bulletin for air transportation. The bulletin will direct POI's to ensure that their assigned carriers have procedures in place to encourage communication from the flightcrew regarding the possibility of an evacuation. In addition, the bulletin will recommend that flight attendant procedures be in place to accommodate abbreviated timeframes for cabin preparation for a planned evacuation or ditching. The FAA anticipates issuing the bulletin by December 2000.
I will provide the Board with a copy of the bulletin as soon as it is issued.
